bakers cyst (popliteal cyst)

I have had rheumatoid arthritis for 18 years. The last 2 have been a mess....I had a ruptured bakers cyst on my right knee 2 years ago. Have been experiencing pain and swelling behind my left knee for 2 months . 2 days ago I "sprouted" a second lump behind left knee. After trip to rheumatoligist and trip to Emergency room to rule out Blood clot I now have 2 cysts in left knee and one in my right knee. One of the left cysts extends into my calf, making my calf measurement 1" larger than the right at this time.
I was told to use ice and elevate for 48 hours. I received 2 cortisone shots 1 in the right knee and 1 in the left. and continue my motrin ...800 mgx3 a day.
2 years I was told to elevate above my head , 35 mg of prednisone tapered down to 5mg. and same motrin amount. It took 3 weeks of being on my back and 1 week in a boot to settle it down.
Does any body have any experience with these types of cysts? My rheumatoligist says DO NOT HAVE SURGURY.
