C5 Palsy

My husband had a cervical laminectomy in 2006. We were told it would take some time to regain his range of motion in his arm and the numbness and tingling to subside. Since it did not we looked into pain management. After having steroid injections in the neck the pain subsided for a short time. After seeing the neuro surgeon again we were told that he has C5 palsy. Can you tell me exactly what this is? Is another operation needed.
