Duck feet and flat feet

I'm 16 and have flat feet that stick out to the side. I found this out about 2 years ago when in physical therapy for my knees. They gave me orthotics and we did lots of exercises. It was physically impossible for my knees to go over my toes even when 3 people were holding my leg. I'm in karate and the people in there try to help me with it but it doesn't seem to be working. They are having me stretch the muscles on the outside of my leg and build muscle on the inside of my leg. If you stand behind me when I walk you can probably see 4 toes on either side. What else can I do to help my feet look forward?
